Energy Saving Trust requires an experienced research agency ("the supplier") to complete approximately 2,200 telephone interviews with householders supported by HES advice. Approximately 550 interviews shall be completed during each one of four phases of interviewing, between 3 and 6 months after a householder has been advised. This opportunity will be an open procedure advertised on the Public Contracts Scotland Portal and selection of a bidder shall be in accordance with the Energy saving Trust's procurement procedures. The contract will commence in August 2023.

Home Energy Scotland (HES) is a comprehensive programme of impartial, expert advice and financial support. The HES programme is funded by the Scottish Government and delivered by Energy Saving Trust and partners. The HES frontline advice service network ("HES advice") consists of five regional advice centres delivered under contract with Energy Saving Trust, and an extended hours service delivered in-house by Energy Saving Trust. Advice is provided to householders on home energy efficiency improvements, low and zero carbon heating, renewable energy generation , and energy and water saving behaviours, over the telephone, face-to-face in a public setting or in the home. Energy Saving Trust insight and evaluation team is carrying out an evaluation of the HES frontline advice network ("HES advice"), covering the delivery period April 1st, 2023, to March 31st, 2024. The service has been the subject of regular evaluation for several years. Energy Saving Trust requires an experienced research agency ("the supplier") to complete approximately 2,200 telephone interviews with householders supported by HES advice. Approximately 550 interviews shall be completed during each one of four phases of interviewing, between 3 and 6 months after a householder has been advised.
