Procurement Information

The School of Energy and Environment at Leeds University have been responsible for the development and compilation of Scotland's Carbon Footprint since its first release in 2013. They are also contracted by the Department for the Environment, Food and Rural Affairs for the production of the UK carbon footprint. In order to ensure consistency of the Scottish and UK data in the future, it is essential that the Scottish data continue to be compiled by this institution. No other institution is capable for replicating this work. It is the case that the knowledge and experience of the academics in Leeds in relation to carbon footprint accounting is unique within the UK. Moreover, whilst the model used to construct the footprint relies on a great deal of open-source data (and international collaboration), it is the case that the critical dataset in the variant of the model used to construct the Scottish and UK footprints (a core database of supply and trade) relies upon restricted datasets which have been processed further by Leeds - in effect, this is a proprietary dataset available only to Leeds University. Scotland's Carbon Footprint is a National Performance Framework indicator.
