Summary of the contracting process

NHS National Services Scotland, through Public Delivery Services Scotland, established a framework for the supply and delivery of hospital medical equipment across NHS Scotland Health Boards, Special Health Boards, other NHS organisations, Integrated Joint Boards and Scottish hospices. The requirement covers patient monitors, anaesthetic machines, ventilators and hospital-standard ECG equipment. Patient monitoring includes associated monitoring equipment; ventilators cover intensive care, neonatal and infant, transport, non-invasive, standalone hospital and MRI-compatible use. Anaesthetic machine and ventilator suppliers must provide project management covering pre-installation assessment, delivery, assembly, placement, installation and handover. ECG suppliers must provide delivery, final placement and handover. This is a goods procurement for healthcare equipment delivered across Scotland.

The procurement is complete and has been awarded through an open procedure as a framework agreement. Four lots were awarded on 26 March 2024: Patient Monitoring to 14 suppliers, with a contract value of £11,000,000; Anaesthetic Machines to six suppliers, valued at £2,044,000; Ventilators to 16 suppliers, valued at £1,000,000; and ECG to seven suppliers, valued at £1,600,000. The wider framework contract was signed on 5 March 2024 for £40,000,000 and runs for 1,440 days. The Patient Monitoring and Ventilators lots were evaluated on clinical and technical quality and cost; Anaesthetic Machines used service and support and cost; ECG used clinical and technical quality and cost. Recorded bid numbers were 15, six, 17 and seven respectively.

This opportunity is relevant to manufacturers, authorised medical-device distributors and specialist healthcare equipment suppliers able to serve NHS Scotland and Scottish hospices at framework scale. Credible competitors need product capability in patient monitoring, anaesthesia, ventilation or ECG, with hospital-grade equipment and the technical assurance expected in clinical environments. For anaesthetic machines and ventilators, the requirement demonstrates the importance of end-to-end delivery: site assessment, logistics, assembly, installation and handover. ECG and monitoring suppliers need reliable delivery and placement arrangements. Strong clinical and technical evidence, competitive pricing, and, for anaesthetic equipment, demonstrable service and support would be important. Suppliers should also be able to support community benefits, supplier development, reporting and any subcontracting obligations.

Anaesthetic Machines

The supply and delivery of Anaesthetic Machines to include but not limited to various types of; Theatre, Induction Room. All suppliers awarded to the framework must be able to provide a full project management service which includes pre-installation assessment, supply, delivery, assembly, final placement, installation and handover.

Ventilators

The supply and delivery of Ventilators to include but not limited to various types of; ICU, Neonate/Infant, Transport, Non-Invasive Hospital Stand Alone, Induction Room, MRI Compatible. All suppliers awarded to the framework must be able to provide a full project management service which includes pre-installation assessment, supply, delivery, assembly, final placement, installation and handover.

ECG

The supply and delivery of ECG equipment of hospital standard. All suppliers awarded to the framework must be able to provide a full project management service which includes supply, delivery, final placement and handover.
