The provision of handheld radios for the 2023 UCI Cycling World Championships. Regulation 33 (1) (c) where (but only if it is strictly necessary) for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for open procedure, restricted procedure or competitive procedure with negotiation cannot be complied with.
Procurement Information
Under Regulations 33 (c) of the Procurement (Scotland) Regulations 2015, a contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice based on the following justification - Under Regulations 33 (b)(ii) of the Procurement (Scotland) Regulations 2015, a contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice based on the following justification - absence of competition for technical reasons. The Championships required additional handheld radios for security personnel and project team delivery staff. The additional radios were not considered in the initial planning due to changing circumstances within security.
