Award of NLC Local Transport Strategy
Notice Description
The existing North Lanarkshire Council (NLC) LTS was developed in 2010. Since then, the Scottish Government declared a Climate Emergency (April 2019). Furthermore, National Transport Strategy 2 (NTS2, February 2020) set out an ambitious and compelling vision for Scotland's transport system over the next 20 years to achieve a sustainable, inclusive, safe and accessible transport system which helps to deliver a healthier, fairer and more prosperous Scotland for communities, businesses and visitors. NTS2 shows transport as an enabler, supporting priorities to reduce inequalities, take climate action, deliver inclusive economic growth, and improve health and wellbeing.The consultant appointment to develop the LTS will be required to:Provide suitable qualified staff to confirm NLC's requirements for the development of the next LTS, work through all stages of development as per Transport Scotland's 'Local Transport Strategy: Draft Guidance' and produce a 10-year LTS for NLC, to replace the 2010 strategy.The LTS shall outline the future direction for the Council's approach to the development and upkeep of the transport infrastructure within the Local Authority area. Furthermore, the LTS shall also outline how the Local Authority will meet requirements to deliver the obligations set out in NTS2 and SPT's Regional Transport Strategy and other policy drivers and provide a delivery plan for meeting local challenges and objectives. This should take cognisance of the suite of sustainable transport studies undertaken on behalf of NLC between 2018 and 2020 and NLC's Active Travel Strategy (ATS). A monitoring and evaluation framework for the LTS will also be developed.
