Notice Description

The Scottish Government (SG), on behalf of the Scottish Ministers, wishes to commission primary quantitative research to measure any changes in knowledge, attitudes and experiences of free period products in Scotland amongst the menstruating population. Specifically, this will take the form of a follow up quantitative survey of people in Scotland (aged 12+) who may need to use period products. The approach would aim to replicate as much as possible the baseline survey to maximise comparability of findings. SG are seeking a Supplier capable of delivering the outputs in relation to this research, as further detailed the ITT pack.

The Period Products (Free Provision) (Scotland) Act 2021 (the Act) commenced on 15 August 2022 and places a duty on local authorities and education providers (school, colleges and universities) to provide access to free period products for all those who might need them, without a means-tested approach. The Act also sets out that period products must be obtainable (i) reasonably easily, (ii) in a way that that reflects the dignity of persons obtaining them and (iii) offer a reasonable choice of period products. Before the Act commenced, we conducted a baseline survey to understand the attitudes, knowledge and experiences of periods and free period products. The original baseline survey report can be found here. The overall aim of the follow up survey is to track changes in knowledge, experiences and attitudes since the Act's commencement. The outputs for the contract will include a Survey, an inception report, cleansed data sets, and summary report, as further detailed in the Specification.
