Lot 1
The Council purchased 5 coaches to fulfil their school transport obligations, to ensure availability prior to the return of school pupils following the summer holidays in August 2024. The purchase was for 2nd hand coaches. Following work to identify sources for the required vehicles, all coaches underwent appropriate checks and inspections and have been approved as suitable for their intended purpose.
Procurement Information
Regulation 33(b)(ii) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons: competition is absent for technical reasons but only, where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. There was an opportunity to purchase vehicles from 2 local suppliers who had the required number of vehicles. To prepare a tender, test the market and find other reliable sources would have been time prohibitive as these vehicles needed to be in our fleet and operational by the start of the new school term in August 2024. Prior to concluding any purchase each bus was subject to an independent service check to ensure they would be fit for purpose.
