The University of Strathclyde ("the University") seeks to establish a contract for the Provision of Professional Services for the Scoping of a Student Placement System.

The University seeks to appoint a supplier by competitive tender for the Provision of Professional Services for Scoping of a Student Placement System. The current Student Placement System (SPS) that coordinates all Post Graduate Diploma in Education (PGDE) student placements across Scotland is now end of life. This system used by Higher Education (HE) institutes and Local Authorities to match PGDE student teachers to schools during their studies is critical in streamlining the complex matching process including complex rules and selection criteria. A working group, the Student Placement Management Group (SPMG), representing key stakeholders is seeking to find a replacement solution which will build upon existing practice and knowledge gathered over 10 years. The requirement is to create a detailed scope of work, through engagement with SPMG stakeholders. Bidders must provide an outline of needs which will include but is not limited to, the capture of all processes, solution needs/requirements, dataflow - input/outputs, security/access considerations including DPA/GDPR and related regulations, detailed reporting and analysis features, potential for future expansion, as well as automatic and manual aspects of the current processes. The scope of work shall provide a comprehensive and detailed design document outlining all of the functions/features/capability that a new PGDE Student Placement System for Scotland would require for development. The requirement is limited to the delivery of a finalised detailed scope of works which includes Business, Function, Product and Quality requirements documents only. Upon completion, the SPMG will ensure that the scope of works fully captures and outlines their collective needs and requires their sign off in agreement.
