A Scottish industrial decarbonisation pathway model
Notice Description
ClimateXChange (CXC) wishes to procure a new industrial decarbonisation pathway model which builds on the Climate Change Committee's (CCC's) net-zero industrial decarbonisation pathway (NZIP) model . This is to ensure that Scottish Government has an advance tool to process data efficiently and accurately to inform industrial decarbonization policy making and future carbon budgets.

Since the 2021 Climate Change Plan Update , Scottish Government have developed their approach to a decarbonisation pathway model for the industry emissions envelope. The current NZIP model was developed for the CCC for the UK Government's 6th carbon budget in 2020, using 2017 National Atmospheric Emissions Inventory (NAEI) data among other sources. NZIP builds a decarbonisation pathway, considering the emergence of new technologies such as carbon capture and storage (CCS), and hydrogen production and use. However, the model uses assumptions that need to be updated. NZIP was developed in Excel and the model design makes updating assumptions and data difficult. In addition, the model is highly memory intensive and long run times make it impractical to use. The new model will be used to inform industrial decarbonization policy development and future carbon budgets. This project has two phases: (phase 1) the development of a new industrial decarbonisation pathway model in Python or R that builds on NZIP1 and (phase 2) the delivery of a user-friendly interface for those who are not Python/ R literate.
