Summary of the contracting process

The City of Edinburgh Council has awarded a contract under the Dynamic Purchasing System (DPS) for the Provision of Supported Bus Services, specifically tender CT1318, which falls under the "General public services" industry category and covers services with CPV codes 34121100, 60100000, and 60112000. The contract, with an estimated value of £10,000,000, was signed on 28 June 2024, and will span five years until February 2029, with an option to extend for an additional three periods of twelve months each. The procurement method used was a restricted procedure, indicating a selective process where only qualified suppliers were invited to tender. The DPS remains open throughout its lifecycle for any supplier satisfying the specified selection criteria.

This tender creates significant opportunities for businesses specialising in public transport services, especially those with capabilities in providing low-floor, fully accessible buses. Small and medium-sized enterprises (SMEs) like Hairy Haggis Tours Ltd, the awarded supplier, highlight the inclusivity of this process, allowing smaller and potentially regional companies to compete. Suppliers with robust Health & Safety and Business Continuity policies, and those adequately managing vehicle safety standards as mandated, stand a better chance of securing future contracts. For businesses looking to grow, especially those in the transport sector, this procurement process offers a dynamic and ongoing opportunity to engage with The City of Edinburgh Council’s transport service needs.
