Summary of the contracting process

Scottish Natural Heritage is planning a procurement titled "Provision of Cloud GIS Software & Services" within the environmental protection industry category. This procurement process is currently in the planning stage, with a market testing phase that started on 7th February 2025. The procurement involves the establishment of a GIS infrastructure through a transformation programme to refresh and migrate their GIS services to a cloud platform. Interested vendors are encouraged to provide information by 28th March 2025. The main procurement category is services, and the engagement is centred in Inverness, UKM62, Scotland. The procurement exercise is anticipated to commence in the summer of 2025, with an estimated notice date of 1st August 2025.

This tender represents significant opportunities for businesses specialising in cloud-based GIS software and associated services. Companies with expertise in GIS technology, geospatial data management, and open-source technologies will find this an excellent opportunity to collaborate with Scottish Natural Heritage. Additionally, businesses offering managed services for GIS enterprise architecture could greatly benefit, as the procurement seeks comprehensive support from set-up to ongoing maintenance. SMEs and larger firms with innovative service offerings in the GIS sector should consider participating in this market testing phase to influence the final requirements and position themselves strategically for the formal tender process.

Notice Title

Provision of Cloud GIS Software & Services

Notice Description

With almost every activity in NatureScot revolving around location, Geographic Information Systems (GIS)] and geospatial data play a vital role across the full breadth of our organisation. We are currently undertaking a GIS transformation programme that will see NatureScot's GIS infrastructure and services refreshed and migrated to a Cloud platform. We expect to commence a procurement exercise in the summer of 2025 and first wish to obtain information from current market providers to help us further develop our requirement specifications. We are interested to learn to what extent you can help with a variety of technology components and/or support services. We are particularly interested to hear about open-source technologies, as we have less experience in this area, but are open to any technology. We would also be interested to explore managed service options for some, or all, of our proposed GIS enterprise architecture.
