Summary of the contracting process

The Scottish Prison Service has successfully awarded the SPS-02206 Justice Partners Escort and Court Custody (Scotland) contract. This contract, which involves key stakeholders such as the Scottish Courts and Tribunals Service, Crown Office and Procurator Fiscal Services, and Police Scotland, is a comprehensive service for managing prisoner escorts and court custody throughout Scotland. The service includes a variety of secure movements, from court and police custody exchanges to hospital visits and inter-prison transfers. The procurement was conducted through a competitive procedure with negotiation, culminating in the contract's award on 23rd January 2026 to Mitie Care & Custody Ltd. The contract, valued at approximately £415 million, underscores the importance and scale of the public order and safety category within the UKM region and forms part of the broader governance of public law infrastructure in Scotland.

For businesses in the security, transportation, or facilities management sectors, this contract presents substantial growth opportunities, particularly for those capable of managing large-scale and secure logistical operations. Companies with expertise in data collection and performance evaluation will find themselves well-suited to address the contract’s requirements, including the safe transport of approximately 125,000 individuals annually. Moreover, businesses interested in future collaborations should prepare for the next tendering phase scheduled to commence in early 2027, with a focus on demonstrating financial stability and operational competency. The contract's extension options also suggest potential long-term partnership opportunities for those committed to compliance with legislative and safety standards.

The service provider will also provide hospital watch escorts for those prisoners admitted to hospital. In 2023/24 there were approximately 37,000 secure and community movements transporting over 125,000 individuals under the contract. In addition, the service provider will require to have robust data collection systems and reporting tools to support the delivery of the contract and to measure performance.",
