Title of Contract: Cycle Friendly Cairngorms: Community Hub Cycles Services for supply: Range of Cycles and Accessories Estimated duration: 8 March 2025 - 31 March 2028 The contract will require an initial fleet of cycles to be supplied with additional machines delivered at mutually agreed intervals throughout the duration of the contract subject to the initial hubs being successful. All cycles will need to have completed a predelivery inspection (PDI) prior to delivery and be ready to use at the time of delivery. All cycles and accessories must meet the current industry standards. The submitted tender must demonstrate how the cycles and other equipment meets the relevant British Standards ( British Standard (BS EN ISO 4210 - Cycles. Safety requirements for bicycles) The contractor should satisfy themselves that they can provide the full range of cycles and supporting accessories in a timely manner through the duration of the contract. Detailed specification for each model/make of cycle and accessory should be included in the tender.

Background Through the Cairngorms 2030 Cycle Friendly Cairngorms project the Cairngorms National Park Authority is developing a series of community-based loan schemes where residents can borrow a cycle to try cycling as a means of transport. These cycles will form the basis of a series of new Community Hubs which will develop and promote cycling to rural communities throughout the National Park. Each community will have a range of needs from those who don't currently cycle to those who are confident cyclists but don't have access to the right bike to meet their transport needs. More information on the Cairngorms 2030 Transforming Transport programme, funded by the National Heritage Lottery Fund, can be found here: https://cairngorms.co.uk/working-together/cairngorms-2030/#travel The Cairngorms National Park Authority would like to secure a contract to supply a range of cycles suitable for use in the Community Hubs. The contract will include a variety of styles to meet the different needs of community members as per the detailed specification in the Key Outputs below. The initial contract will be to provide sufficient cycles to stock the first three Community Hubs due to be launched in Spring/ Summer 2025. If the initial scheme is successful, it will be expanded to develop additional Community Hubs over the subsequent three years (2026 - 2028) and the contract will include supplying cycles for those hubs at a time to be agreed by each party. Key outputs To secure delivery of the following cycles ideally available in a mix of male, female or unisex sizes: - 21 Standard Cycles of a Hybrid design in extra small (3) small (3), medium (6) and large sizes (6) and extra-large (3) cycles will need to include a rear rack, standard pedals and a basket to be fitted to the handlebars and should be equipped with disc brakes. To be supplied April 2025 - 14 E- Bikes in a universal design suitable for adults, suggested sizing to be extra small, (2), small (3), medium (6) and large sizes (3) though this could vary depending on the style/ manufacturer offered. Consideration needs to be made to the type of charging cable required so that the bikes can be charged at public charging points where possible and to the ease of use of the cycles by users who are not familiar with E-Bikes. Weight and Range of the machines should also be considered as they will need to be suitable for us in the rural areas of the National Park in all weathers and all year round. - 8 E-Cargo bikes suitable for use on and off road. Ideally, we are looking for a two wheeled option with a choice of racks for load carrying and the option to add child seats and weatherproof panniers too. 6 of these bikes will be allocated to the Community Hubs whilst the other 2 will be used by staff at the Park Authority. If these trials are successful, we expect to place an additional order for more machines in the subsequent years (2026-2028). Examples of the type of bike required are those made by Tern and the Trek range of 2 wheeled cargo bikes, or similar 2 wheeled cargo bikes. - Accessories: A set of fully weatherproof panniers for each of the standard and E-bikes, or similar luggage suitable for each bike. The Cargo Bikes should be supplied with luggage appropriate for their use including child seats and racks. Consideration should be given to provision of integrated lights such that lights are always charged ready for use. All cycles must specify a maximum rider weight for safe operation.

Renewal: If the initial scheme is successful, it will be expanded to develop additional Community Hubs over the subsequent three years (2026 - 2028) and the contract will include supplying cycles for those hubs at a time to be agreed by each party.
