Summary of the contracting process

Historic Environment Scotland has successfully completed an open procurement process for a multi-supplier contract concerning the provision of whisky and liqueur products. This contract was segmented into three distinct lots: Historic Environment Scotland branded whisky, Malt Scotch Whisky, and Liqueur. The buying organisation, situated in Edinburgh, sought suppliers interested in catering to the built environment, conservation, tourism, and heritage industry sectors. The procurement stage reached completion with the contracts signed on 9th July 2025. Each contract has been awarded and activated, allowing for potential additional deliveries to be requested at the discretion of Historic Environment Scotland. The procurement was conducted through an open procedure, with suppliers invited to electronically submit proposals by 28th May 2025.

This procurement presents a significant growth opportunity for businesses specialising in alcohol production and distribution. The contracts, collectively valued at GBP 3,750,000, offer SMEs the chance to expand their operations within the Scottish tourism and heritage sector. Suppliers such as Own Label Company Scotland Ltd, The River Tweed Whisky Co, Select Drams Ltd, and Hemisphere Brands Ltd have been successful in securing positions within the awarded lots, benefitting from the endorsement and procurement scale facilitated by Historic Environment Scotland. Companies with a robust stock range, competitive pricing, and the capacity to deliver goods conforming to the quality criteria outlined by the contracting authority will find this opportunity particularly appealing.
