Summary of the contracting process

The Scottish Government, headquartered in Glasgow, recently awarded a contract as part of its Fairer Futures Partnership Programme. The contract, titled "Award of DTCPSJ-Evaluation of the Fairer Futures Partnership Programme," falls under the services category, specifically focused on evaluation consultancy services (CPV: 79419000). The procurement process reached the 'Award' stage on 7th July 2025, and the contract was awarded to ekosgen - Part of GC Insight. This initiative aims to conduct a national evaluation, supporting the development of learning and data-sharing frameworks among local partners, to enhance the Tackling Child Poverty Delivery Plan slated for 2026. The total value of the contract awarded is £134,848.75.

This tender presents significant growth opportunities for businesses specialising in evaluation consultancy services, particularly those experienced in large-scale, data-driven projects with a social impact focus. Organisations with expertise in collaborative frameworks and data coordination could leverage this opportunity to influence policy development and contribute to substantial societal challenges. The contract's focus on place-based interventions and the fostering of data-sharing strategies suggests that firms with a strong track record in community engagement and public sector consulting would be particularly well-suited to future opportunities stemming from this initiative.

Notice Title

Award of DTCPSJ-Evaluation of the Fairer Futures Partnership Programme

Notice Description

The Scottish Government has a requirement to place a contract with an external service provider for the provision of National evaluation of the Fairer Futures Partnerships programme. Specifically, an external contractor is required to support a national evaluation and learning approach for the expansion of Fairer Futures Partnership local authority areas, which works collaboratively with local partners to shape and co-ordinate data collection, reflection, learning and knowledge sharing. This will generate learning on place-based interventions to inform commitments in the next Tackling Child Poverty Delivery Plan (in 2026) and enable the production of high-quality data to support the future assessment of programme outcomes & impact.
