The West Lothian Alcohol and Drug Partnership (WLADP) Executive has agreed to 2 additional full-time posts are commissioned to address the gaps in service provision. The aim is to facilitate the transition into existing recovery services by supporting engagement and developing a person-centred approach to achieving stability. This will be facilitated by close working relationships with all WLADP partner agencies, taking advantage of joint working synergies and augmenting the roles of partners.. There was no Price/Quality Split as this procurement relates to a direct award approved by West Lothian Council Executive on 4 February 2025.
Procurement Information
A direct award is permissible within procurement regulations as the cumulative value is below the GPA threshold of GBP552,950 ex vat. Regulation 3 (10) of the Public Procurement (Scotland) Regulations 2016 makes provision for the aggregation of public contracts where the value of all contracts for similar supplies and services awarded during the previous 12 months must be aggregated. The aggregated value determines whether the contract is over the Government Procurement Agreement (GPA) threshold. The total proposed contract value of GBP150,000 is below the Light Touch Regime threshold (GBP552,950 excluding VAT) and therefore, in line with the Scottish Government guidance on the Procurement of Care and Support. The Council can choose not to seek offers for Social Care and Other Related Services contracts on a case by case basis.
