Community Justice Health Needs Assessment

NHS GREATER GLASGOW AND CLYDE

This public procurement record has 2 releases in its history.

Summary of the contracting process

NHS Greater Glasgow and Clyde has completed a procurement process for a "Community Justice Health Needs Assessment" under an open procedure. The contract aimed to support national priorities in Community Justice by assessing the health needs of individuals engaged with the justice system. Based in Glasgow, this contract, valued at £52,000, was awarded to Media Education CIC. The procurement process, completed on 18th August 2025, focused on health services and required the assessment's design, delivery, and reporting to be trauma-informed, thus supporting Scotland's vision for justice. The award stage has been completed, with the service falling under the industry category of health, and covering the NHSGGC boundary region (UKM8).

This tender offers significant business growth potential, especially for organisations skilled in health and justice research. It presents opportunities for businesses specialising in qualitative research and health needs assessments, particularly those experienced in working with justice system populations. The contract's open procedure encourages wide competition, while its focus on trauma-informed practices favours organisations with expertise in societal issues such as mental health, addiction, and poverty. Small and medium-sized enterprises, like Media Education CIC, who can demonstrate experience and deliver innovative research, are well-suited to bid for similar future opportunities.

Notice Title

Community Justice Health Needs Assessment

Notice Description

People in contact with any aspect of the justice system are more likely than the general population to have significant health and social care needs and face barriers to accessing services. The Vision for Justice in Scotland recognises "we will experience a reduction in crime and unintentional harm in our communities, improving all of our life chances by tackling societal issues like poverty, including child poverty, mental ill health, addiction and adverse childhood experiences." Therefore, a fuller understanding of the health needs of people sentenced in the community, and those untried in custody (remand), is imperative to Scotland realising its vision for justice. As such, more research is required to strengthen the evidence base for community justice and support national and local improvement work. NHSGGC intend to support the delivery of the national Community Justice priorities by undertaking a Health Needs Assessment (HNA) of community justice service users and those on remand to support. Consequently, NHSGGC wish to commission an organisation to undertake the needs assessment; including its design, delivery and; reporting in a way appropriate to its setting, taking cognisance of the importance of trauma informed principles and practice.
