The Scottish Government's Public Inquiry sponsorship team requires to appoint a Supplier, in this case a RICS Regulated firm of commercial property surveyors who have appropriately qualified and experienced/senior members of staff to: - Undertake a search for suitable leasehold accommodation (minimum 5 years term with possibly flexible options to break the lease early or extend beyond the original term) which is being advertised on or off the open market, and provide a detailed schedule of all available options incorporating initial commercial property advice including the Net Present Cost over the term of the lease. - Advise on the condition of one preferred option together with negotiation of Heads of Terms for its acquisition, detailed investment appraisal of the terms on offer and fit out costs alongside the production of a photographic schedule of condition to mitigate the dilapidations clause at lease end. - Undertake building/M&E/measurement surveys in accordance with the RICS and its IPMS, where required, and negotiate with landlord to refine the heads of terms to ensure the best possible financial and qualitative terms. The Supplier should advise on pertinent lease clauses to protect Scottish Ministers in future negotiations, this includes but is not limited to, rent review, alienation, dilapidation, repair and maintenance clauses. - Liaise with Scottish Government solicitors (or those acting on their behalf) and monitor the legal process to ensure the lease document fully reflects the terms. - Nominate and define appropriately qualified (RICS) and experienced senior members of staff to carry out this service provision. - Identify where additional specialist services are required e.g. quantity surveyor to advise on fit out works, an M&E, report, Schedule of Condition etc. and provide a cost for this as a separate item.
