Summary of the contracting process

The Scottish Qualifications Authority (SQA) is overseeing an open procurement process for the "Qualifications Scotland Digital Learning, Hosting & Support" contract. This initiative aims to replace an existing contract, providing digital training materials through the SQA Academy. The contract involves cloud-based server hosting and maintenance by E-Learn Design (ELD) and encompasses a comprehensive digital infrastructure setup. The procurement falls under the 'services' category and relates to the education sector, with the project physically located in the Midlothian region of Scotland. The procurement is currently in the tender stage, with interested parties required to submit electronic bids by 1st September 2025, at 12:00 PM. Relevant documents, including the Invitation to Tender (ITT), are available, and electronic systems support procurement activities, aligning with SQA's commitment to digitalisation.

This tender represents significant opportunities for businesses within the digital learning and support services industry. Companies with expertise in cloud-based solutions, server management, and educational technology will find this contract particularly attractive. Small and medium-sized enterprises with innovative hosting and support technologies that align with SQA's installation framework, particularly those familiar with Moodle software, can potentially expand their business within the public sector through this engagement. The open procedure allows for broad competition, encouraging participation from businesses aiming to establish or enhance their presence in the Scottish public sector. Additionally, subsequent renewal opportunities and a possible 12-month extension may offer further growth opportunities.
