Re-certification of Powered Respirator Protective Suits (PRPS)

SCOTTISH FIRE AND RESCUE SERVICE

This public procurement record has 2 releases in its history.

Summary of the contracting process

The Scottish Fire and Rescue Service (SFRS), located in Cambuslang, UK, has awarded a contract for the re-certification of Powered Respirator Protective Suits (PRPS). This procurement falls under the public order and safety industry category. The contract, worth £45,000 and signed on 4th August 2025, as well as a previous contract worth £75,000 signed on 22nd July 2025, demonstrate a limited procurement method without prior publication. The process acknowledges the statutory duties of SFRS under the Fire (Scotland) Act 2005 and the Civil Contingencies Act 2004, which require preparedness for Chemical, Biological, Radiological, and Nuclear (CBRN) incidents. This procurement stage has reached completion with detailed quality and pricing criteria established, ensuring continuity in National Operational Guidelines for UK National Resilience arrangements.

This tender provides significant business growth opportunities especially for small and medium enterprises (SMEs) such as Respirex International Limited, an existing supplier of the respiratory suits. Companies involved in manufacturing and re-certifying protective equipment would find similar bids aligned with their core business activities. The nature of the procurement process, particularly with a focus on quality (40%) and price (60%), offers an advantage to businesses that can provide high-quality safety equipment at competitive prices. Participating in such tenders can enhance a company’s portfolio and reputation by contributing to national safety and resilience efforts, potentially leading to long-term collaboration and larger contracts in emergency services and related sectors.

Notice Description

Re-Certification of Powered Respirator Protection Suits

Lot Information

Lot 1

Scottish Fire and Rescue Service (SFRS) propose to re-certify 300 Powered Respirator Protective Suits (PRPS) purchased from Respirex International The existing 300 PRPS were introduced as part of the New Dimensions Programme as part of a UK-wide approach. Re-certifying the PRPS will align SFRS current requirements with the wider requirements of UK Fire and Rescue Services thereby ensuring compatibility of equipment with the wider UK Fire and Rescue Services in accordance with the Memorandum of Understanding with Centre for National Resilience (CNR) approved by the SFRS Strategic Leadership Team in November 2015. This will ensure that there is no compromise in mutual-aid agreements with the wider UK Fire and Rescue Services thereby ensuring that the cross-border response to Chemical, Biological, Radiological and Nuclear (CBRN) incidents is not compromised. Re-certifying these PRPS will allow SFRS to continue to observe National Operational Guidelines (NOG) for UK National Resilience arrangements.

Procurement Information

SFRS has a statutory duty under Part 2 of the Fire (Scotland) Act 2005 (FSA 2005) to respond to fire and road traffic incidents and a power to respond to other events and situations. The Fire (Additional Function) (Scotland) Order 2005 (F(AF)SO 2005) sets out situations or events that SFRS has a statutory duty to respond to including Chemical, Biological, Radiological and Nuclear (CBRN), Search and Rescue, severe flooding and serious transport incidents. Section 13 of the FSA 2005 implores SFRS to take any action that it sees as appropriate in response to a situation that causes or is likely to cause death or serious injury to a person or harm to the environment including the power to secure the provision of equipment. Both the FSA 2005 and the F(AF)SO 2005 detail that SFRS has a responsibility to enter into a reinforcement scheme with other relevant authorities to secure mutual assistance for the purpose of carrying out the duties and functions previously detailed. The Civil Contingencies Act 2004 requires SFRS to work with other emergency services and responders in producing comprehensive plans for major and catastrophic incidents including emergency planning and response to widespread threats and incidents involving terrorism or environmental disasters.

The SFRS will incorporate a minimum 10 calendar day standstill at the point information on the contract award is communicated to tenderers. The SFRS is obliged to comply with the regulations and any eligible economic operator can bring an action in the Sheriff Court or the Court of Session where as a consequence of a breach by the SFRS, they suffer or risk suffering loss or damage. The bringing of court proceedings during the standstill period means that the SFRS must not enter into the contract, conclude the framework agreement or establish the dynamic purchasing system unless the proceedings are determined, discontinued or disposed of: or the court, by interim order, brings to an end the prohibition. The bringing of court proceedings after the standstill period has elapsed and the remedies that are available to the courts are detailed in the regulations",
