Summary of the contracting process

The Common Services Agency, also known as NHS National Services Scotland (NSS), is inviting applications for the establishment of a Dynamic Purchasing System (DPS) specifically for Corporate Power Purchase Agreements (CPPA). This procurement falls under the health industry category and is situated in the UKM region, specifically at all NHS Scotland sites. The value of the tender is set at £140 million, and the procurement method employed is a selective, restricted procedure. The procurement is currently at the tender stage, with electronic submissions being facilitated through the Public Contracts Scotland platform. Interested suppliers are required to submit their applications by 5th September 2025, with the DPS taking effect from 9th September 2025 to 6th September 2030, potentially subject to extensions at the authority's discretion.

This initiative presents significant opportunities for businesses specialised in providing renewable energy solutions, aiming to align with NHS Scotland's sustainability goals for decarbonising the NHSS estate. The DPS allows for ongoing competition, making it particularly advantageous for experienced suppliers in the renewable energy sector. Businesses with capabilities in delivering long-term energy contracts, possessing the necessary financial liabilities and technical capacities, are well-suited to compete in this process. Additionally, as the DPS supports mini-competitions for call-off contracts, it ensures continuous engagement and potential growth for successful suppliers over the contract duration.

"description": "Please refer to PQQ on PCS-T system. Criteria for getting onto the DPS outlined in the CPPA Bidder Instructions to join the DPS. Document attached to this notice. Suppliers applying must complete an SPD document attached to this notice. Any mini competition will be run direct with suppliers on the DPS via the PCS-Tender system. Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems. The buyer is using PCS-Tender to conduct this PQQ exercise. The Project code is 28290. For more information see: http://www.publiccontractsscotland.gov.uk/info/InfoCentre.aspx?ID=2343 The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: This is the creation of a DPS and will be adding Potential Providers to a Buyers Guide. This process will not be Sub-contracted. Community benefits are included in this requirement. For more information see: https://www.gov.scot/policies/public-sector-procurement/community-benefits-in-procurement/ A summary of the expected community benefits has been provided as follows: Community benefits may be applied at point of call off through mini-competition via the DPS. As spend is not certain, community benefits cannot be imposed at the establishment of the DPS. (SC Ref:805838)",
