Scottish Refugee Council is commissioning a comprehensive evaluation of its Scotland-wide Integration Support Service for Forced Migrants, known as the Refugee Support Service (RSS). The service supports the implementation of the New Scots Refugee Integration Strategy and provides advice, advocacy, and integration support to refugees and people seeking asylum across Scotland. The evaluation will assess the effectiveness, efficiency, and impact of RSS, and provide actionable recommendations for future development. The contract will run from 1 October 2025 to 31 March 2028, with a total maximum budget of GBP 30,000 (inclusive of VAT and expenses). The evaluator will be expected to design and deliver a mixed-methods evaluation, including engagement with service users and stakeholders, analysis of qualitative and quantitative data, and delivery of an annual report in 2026 and a final report by March 2028.
