Procurement Information
The full design work package requirement is technically demanding, highly site specific and has a number of non-building services specific features; whilst general building service design elements of the requirement could be undertaken by a number of suppliers in the market, there are specific project requirements which curtail market opportunities for this project for the following reasons: 1) During the feasibility study, detailed Computational Fluid Dynamics (CFD) airflow modelling was found to be required, which the proposed supplier was able to provide. The nature of the CFD modelling required concerns airflows for both heat pump, fume cupboard and ventilation systems in and around the building, and is highly specialised. This form of CFD modelling is not possible from existing UoE supplier and is not generally available either through other consultants or within UoE. The CFD modelling will need to be progressed and finalised for the required solution to take cognisance of both fume cupboard systems, corresponding specific regulatory requirements alongside heat pump airflows, to confirm performance and regulatory requirements are met. 2) An MEP led, multi-disciplinary design team is required including sub contracted architectural and structural portions for the required design solution. The supplier confirmed they will be able to meet this requirement however this is not commonly undertaken by MEP consultants. Furthermore, parties unfamiliar with the site will be less likely to be able to lead and liaise with their sub contract suppliers with the level of detail required. 3) Successful design of the scheme will require a detailed in-depth knowledge and cognisance of a variety of site-specific adjacent specialist laboratory fume cupboard and general ventilation systems in close proximity. As the appointed RAAC project consultant, the supplier has already carried out detailed design for the surrounding systems and have detailed knowledge of these and surrounding building specific systems at Joe Black Building, which would not be able to be offered by another supplier. 4) The timescales for the external Salix funding require the project to be fully designed by close of August; the project timelines are demanding and would severely limit the ability of another supplier to provide the required detailed design package to the program.
