CareSurround Device Management Platform Friends and Family App

SOUTH LANARKSHIRE COUNCIL

This public procurement record has 1 release in its history.

Summary of the contracting process

The procurement process for the CareSurround Device Management Platform Friends and Family App was conducted by South Lanarkshire Council, centred in Hamilton, with an award signed on 25th August 2025. This process falls under the industry category of 'General Public Services' and was managed using a limited procurement method, specifically an award procedure without prior publication of a competition call. This approach was justified due to CENSIS owning the necessary intellectual property for the CareSurround brand. The contract, valued at £150,000, involved services provided by CENSIS and is meant to take place within the UK region UKM95. This procurement reached its completion stage, with further development supported by funding available through the 5G Glasgow Region Grant.

This tender represents a substantial growth opportunity for businesses specialising in service integrations with consumer devices, particularly in the realm of digital care initiatives. Companies with experience in developing applications that enhance social care pathways can find potential in similar government projects, which often leverage innovative technology solutions. Small and medium-sized enterprises (SMEs), especially those currently situated in or planning to expand within the Glasgow region, would be well-suited for similar opportunities, provided they can offer unique proprietary solutions or strategic partnerships that address specific needs within public services.

Lot Information

Lot 1

CENSIS Care Surround provides a service to South Lanarkshire Council that allows it to manage consumer devices as part of social care pathways. CENSIS discussed with the Council the possibility of adding functionality to the service via a mobile app that would allow friends and family of care users to be included in the digital aspects of their care, including calling into their managed consumer devices and receiving notifications about their care. In order to do this, CENSIS need to start work on scoping the full requirements, constraints, and functionality. Then CENSIS can develop a demo, engage in testing with the Council and initial users, before co-designing and producing a full, polished version of the app. CENSIS would also want to create documentation and provide support time to help with technical issues, training, and development of necessary customisations.

Procurement Information

Negotiated contract. As Censis owns the CareSurround brand and intellectual property, the Council can only access the required hardware/software from Censis.
