Summary of the contracting process

The public procurement process led by the Registers of Scotland, located in Edinburgh, centres around the acquisition of IT temporary and interim staff, specifically a ServiceNow Developer for service enablement. This falls under the industry category of personnel supply services. The procurement has concluded at the award stage as of 19th September 2025. The contract, awarded to Venesky Brown Ltd, will extend for an initial period of six months, with options for up to six additional months, reflecting a hybrid work model limited to the UK. The procurement method was direct, meaning it was awarded without competition, focusing on high-quality service provision and reasonable cost.

This tender offers substantial opportunities for businesses specialising in IT staffing solutions, particularly those able to provide highly skilled and security-cleared personnel on a temporary basis. Companies experienced in IT services within governmental frameworks can leverage this to expand their reach and showcase their ability to deliver quality under the Scottish Government Temporary and Interim Staff (IT) framework. Small to medium enterprises with a strong portfolio of interim IT talent and the capacity to adhere to framework conditions and pricing will find this type of opportunity favourable for growth within the public sector.
