Wide Area Network Services

WEST LOTHIAN COUNCIL

This public procurement record has 1 release in its history.

Summary of the contracting process

West Lothian Council has awarded a contract for Wide Area Network (WAN) Services to Commsworld Ltd, based on an open procurement process. This contract, signed on 11th August 2025, aims to provide network connectivity across approximately 150 sites in West Lothian, facilitating access to internet services, centralised servers, data storage, and key applications. The procurement, which falls under the "General public services" industry category, was handled under an open procedure. The council plans a transition from its existing contract with the Scottish Wide Area Network (SWAN) prior to its expiration in March 2026. The contract, valued at £15,371,650, spans a 15-year term, with fixed pricing until March 2027, and accounts for inflation adjustments up to a potential 20-year term.

This tender presents significant opportunities for businesses involved in fibre infrastructure and network services, particularly those capable of handling large-scale infrastructure projects. The nature of the WAN project requires specialised expertise in constructing external network infrastructure and integration services. Companies with a focus on telecommunications and network solutions, especially those classified as small and medium-sized enterprises (SMEs), could find this tender an ideal fit, given the project's extensive scope and extended contract duration. Such entities may benefit from subcontracting opportunities, particularly involving the build and handover of the external network infrastructure.

Lot Information

Lot 1

West Lothian Council currently delivers network connectivity to approximately 150 sites across the region, encompassing educational institutions, corporate offices, and public libraries. This infrastructure, known as the Wide Area Network (WAN), enables each location to access essential services including internet connectivity, centralised servers, data storage, and key applications. The Council's existing contract with the Scottish Wide Area Network (SWAN) is set to expire in March 2026. In preparation for this, the Council must transition to an alternative network solution to ensure continuity of service across all connected sites.. It should be noted that the total estimated value of the procurement is based on a potential 20-year contract term. Prices are fixed until 31-3-27. For the purpose of calculating the overall contract value, CPI at the current rate (3.8%) has been applied from years 3 to 15, including the optional extension period covering years 16 to 20.

The contract involves the installation and support of a highly specialised fibre infrastructure solution with an expected lifecycle of at least 15 years. The council are required to contract for 15 years as the solution is not commercially viable for the supplier over any shorter term. This contract period will allow the fibre provider to recover the substantial build costs while keeping operating costs for the Council within reasonable limits.
