Summary of the contracting process

The Scottish Government is seeking to award a contract titled "Expanding the Portfolio of Compensatory Measures for Seabirds" through an open procurement process, delineated by an open procedure. This procurement process focuses on the development of a portfolio of compensatory measures for marine bird species, particularly in the context of offshore wind energy impacts. The value of the contract is estimated at £560,000 and falls under the services category within the general public services industry. The tender is currently active, with a submission deadline on 27th October 2025 at noon. The procurement is primarily situated in the UKM region, with the Scottish Government positioned in Glasgow as the buying organisation.

This tender presents substantial opportunities for businesses involved in environmental services, ecological studies, and marine research. Companies with experience in developing strategic environmental plans and measures stand to gain significantly from this contract. SMEs with robust staff qualifications and a proven track record in managing projects related to compensatory environmental measures are particularly well-suited to compete. The possibility of extending the contract by an additional ten months, dependent on the endorsement of additional work packages by the Scottish Government, further enhances the potential for long-term business engagement and financial growth. Businesses considering participation should ensure they meet the financial and technical criteria outlined, such as providing evidence of ecological management measures and holding adequate insurance coverage.
