Summary of the contracting process

Dumfries and Galloway Council is actively seeking to procure services for a "Housing First Flexible Support Service" within the Dumfries and Galloway region, specifically targeting areas such as Lower Nithsdale and Annandale. This tender, currently in the active stage, is part of an open procurement process aiming to offer high-quality support under the Housing First Programme. The service aims to address homelessness by providing necessary support to individuals with complex needs in permanent tenancies. The contract, valued at approximately £769,235.10, must be submitted electronically by 12th November 2025. The anticipated contract period will commence on 1st April 2026 and conclude on 31st March 2029, with two optional 12-month extensions available at the council's discretion.

Particularly, those registered with the Care Inspectorate as support providers and whose staff hold the necessary educational and professional qualifications indicated by the SSSC Registration stand a competitive chance. The contract highlights a considerable prospective for growth and collaboration, demanding a relationship-based and trauma-informed approach. Businesses aligned with these principles and capable of working collaboratively with various housing and support services will find this opportunity advantageous for expanding their impact and operations within the public sector.

Lot 1

The support model will be relationship based, unconditional and 'portable' and crucially, person-led not system led to deliver what people need. The support service will use a trauma informed approach and caseworkers will need to work with a small number of people who access the service to provide a proactive support service based on individual needs.
