Summary of the contracting process

Argyll and Bute Council established the Marine Works Framework 2026–2030 for low-value marine civil works and inspections supporting maintenance and repairs to its marine assets. The scope covers three work types across North, East, South and West Argyll: underwater works; overwater works requiring a workboat; overwater works using other means; and land-based marine civil works. The framework is divided into 16 lots, combining each work type with each area. Delivery is therefore across Argyll and Bute, including coastal and marine locations in the four named areas. The procurement is for works rather than routine supplies or consultancy. Contractors must comply with the Construction (Design and Management) Regulations, health and safety legislation and other relevant legislation while carrying out the work.

This procurement has been completed and awarded through an open procedure. The framework has a maximum of five participants and was divided into 16 completed lots. Each lot has an estimated contract value of £187,500, with no overall total stated; these estimates are not guaranteed spend. Contracts were signed on 29 June 2026. Each lot has a contract duration of 1,080 days and may be extended by up to one year at Argyll and Bute Council’s option, subject to satisfactory performance and discussion with successful tenderers. Awards were made to five suppliers per lot, except land-based North, East, South and West Argyll, which went to six suppliers each. The underwater lots went to Briggs Marine Contractors, Ocean Kinetics, Aberdeen Marine, Shearwater Marine Services and GSS Plant. Other lot-by-lot suppliers included Kmass Marine, Jifmar Scotland, George Leslie, DM Fabrication and MacDougall Contractors.

The award pattern shows demand for established marine contractors able to deliver across several Argyll areas and work types, either independently or through a capable local supply base. Credible competitors would need practical experience of underwater inspection and civil works, overwater construction using workboats or alternative access methods, and land-based marine infrastructure repairs. The buyer required experienced contractors, compliance with CDM Regulations and health and safety legislation, and the names and qualifications of staff assigned to the work. The successful field included both a large contractor and several SMEs, indicating that smaller firms can compete where they can demonstrate the relevant technical capability, qualified personnel, mobilisation capacity and geographic coverage. Electronic tendering was used, and the framework attracted strong SME participation across its lots.
