Notice Description

The primary objective of this contract is to identify a suitably experienced and qualified contractor to gather information on the structural condition of the road network. This information will be used by Perth and Kinross Council, Dundee City Council and Angus Council to design cost effective carriageway resurfacing projects. To aid the design of the road maintenance projects, coring is required for investigating structural condition.

Lot Information

Lot 1

The cores will provide important information about layer thicknesses and provide an opportunity to examine the visual condition of the various materials in the pavement. We require cores to be taken through various deformations such as cracks to provide a means of determining the depth of cracking, which has serious implications for the maintenance of the road. They will also identify areas of good, bad, and intermediate condition. Coring also provides information on hazardous materials that can be subjected to further testing in the laboratory, where appropriate. Once the road has been opened, Dynamic Cone Penetrometer (DCP) tests can be carried out to reveal further information about the condition of the unbound layers with the CBR value. The testing organisation shall provide a core at 50 metre alternating lane intervals and DCP tests in accordance with CS 229 at sites identified. The testing company/laboratory to be UKAS accredited for data assessment core/core logging/DCP to DMRB CS 229. Additional cores may be required at each site which will be identified by the appropriate Council representative prior to commencing the tests. The supplier will be required to provide traffic management in accordance with Chapter 8 of the Traffic Signs Manual/Safety at Street Works and Road Works: Code of practice to carry out the cores and DCP tests. Each core sample is to be tested for the presence of tar bound layers, as detailed in the guidance note 'Managing Reclaimed Asphalt Highways and Pavements' ADEPT 2024 and further guidance prepared by Scottish Road Research Board 'Dealing with Coal Tar Bound Arisings' 2018. If a core sample contains the PAHs characteristics of coal tar following the PAK marker spray test, then on instruction by the delegated Engineer's representative, further laboratory testing may be required to carry out PAH analysis for benzo(a)pyrene content to determine if the planned excavated material is Hazardous or no Hazardous with PAH analysis and is to be classified in as per the list of waste code from 'Guidance on the classification and assessment of waste- WM3' SEPA as detailed in the guidance note 'Managing Reclaimed Asphalt Highways and Pavements' ADEPT 2024. The testing company/laboratory must have UKAS (United Kingdom Accreditation Service) accredited as a minimum, to ensure confidence in the results.is to identify the excavated waste material as hazardous/non-hazardous material as detailed in the guidance note 'Managing Reclaimed Asphalt Highways and Pavements' ADEPT 2024 in appendix C/D.. The testing company/laboratory must have UKAS (United Kingdom Accreditation Service) accredited as a minimum, to ensure confidence in the results.
