Summary of the contracting process

The University of Edinburgh bought a shuttle bus service between Bristo Square and the King’s Buildings Campus in Edinburgh. This is a passenger transport service for students and other campus users, operating throughout the academic year. The requirement is for two double-decker buses running continuously across the day. Trip numbers remain consistent during the academic year, although usage falls in April, May and December as student numbers reduce because of holidays and the completion of studies. The service is classified under CPV 60112000, public road transport services. The University of Edinburgh is both the buying organisation and a central purchasing body. Delivery is centred on the route between Bristo Square and the King’s Buildings Campus, rather than on general bus operations across the wider city.

This procurement has been awarded and the contract is active. Lothian Buses Ltd was selected for the single lot, following an open procedure. The contract was signed on 2 July 2026 and is valued at £1,098,240. The lot provides for a total potential contract length of four years, structured as four successive 12-month periods at the University’s discretion; the recorded contract duration is 1,440 days. Bids were due by 21 May 2026 at 12 noon, with public bid opening at the same time. Evaluation gave 70% weight to technical quality and 30% to price. Electronic submission in English was required, variants were not allowed, and bidders had to provide staff names and qualifications. The successful contract allows electronic payment, ordering and invoicing.

This award demonstrates a substantial, recurring requirement for scheduled university shuttle transport on a defined urban route. Competitors seeking similar work from the University would need the operational capacity to provide two double-decker buses running continuously throughout the academic year, together with reliable scheduling and fleet management. They would also need to understand how demand changes around university holidays and periods when students complete their studies, while maintaining the required trip frequency. Credibility would depend on being able to evidence strong technical quality, since quality carried considerably more evaluation weight than price. Suppliers should have suitably qualified driving and operational staff, be able to identify those staff in a tender, and support electronic procurement and invoicing processes.
