Summary of the contracting process

Scotland Excel is procuring a national flexible framework for supplying temporary, trained and vetted agency workers to social care settings across Scotland. It is intended for use by Scotland’s 32 local authorities, Scotland Excel associate members, relevant Integration Authorities and other bodies established under the Public Bodies (Joint Working) Act, and the Scottish Prison Service, subject to their access agreements. The three service areas cover care roles, professional roles and ancillary roles. These include care assistants, support workers, housing assistants and senior carers; social workers, occupational therapists, social work managers and assistants; and domestic assistants, cooks, kitchen assistants, handypersons and bus escorts. The framework is intended to provide workers across a range of social care settings throughout Scotland.

Scotland Excel invited offers through an open procedure to establish a flexible framework agreement. The process reached the tender stage; a subsequent amendment extended the submission deadline to 12 noon on 21 October 2026. The published tender set an estimated overall value of £100 million. The estimated values are £89 million for care roles, £8 million for professional roles and £3 million for ancillary roles; these estimates may change, and framework use or continuity of business is not guaranteed. Each lot has a stated duration of 1,440 days, including two possible extensions of up to 12 months each. Evaluation for each lot weights technical quality at 60% and commercial factors at 40%. Offers were to be submitted electronically in English. The framework may allow new suppliers to join later, subject to its terms.

The opportunity suits recruitment agencies and workforce suppliers able to source and supply temporary staff for social care and associated services across Scotland. Suppliers must ensure every worker supplied is appropriately vetted, qualified and registered with the relevant regulatory body for the role, in accordance with the law. Relevant capability includes recruiting and deploying care assistants, support workers, housing assistants and senior carers; social workers, occupational therapists, social work managers and social work assistants; or domestic, catering, maintenance and passenger-escort staff. Bidders should be able to meet role-specific requirements and accept the framework’s contract conditions. The buyer also requires bidders to commit to community benefits and to state whether they intend to subcontract and, if so, the proportion involved. Suppliers relying on subcontractors for delivery should account for the stated qualification and exclusion checks. The three lots offer scope to bid across role groups.

This procurement exercise is to establish a 'National Flexible Framework Agreement' in accordance with Regulations 74-76 of the Public Contracts (Scotland) Regulations 2015, "the Regulations" (further referred to as 'the Flexible Framework Agreement (FFA)') for the provision of trained and vetted Social Care Agency Workers in a variety of social care settings. Once established, subject to the terms of the FFA, there may be opportunities for admission of new suppliers and existing suppliers may vary their service (see the Procurement Documents for full details). The value provided in II.1.5 is an ESTIMATE only. TENDER INFORMATION SESSIONS Scotland Excel is running Tenderer Information Sessions on the following dates - 22 September 2026 @ 1pm - 2.30pm and - 23 September 2026 @ 1pm - 2.30pm. Ancillary Roles

Lot 3 is for the provision of trained and vetted Domestic Assistants, Cooks, Kitchen Assistants, Handypersons and Bus Escorts. (see the Procurement Documents, Schedule 2 - Description of Core Roles). The anticipated value is estimated and may be subject to change. There is no guarantee of any business, use, level of use or continuity of business through the FFA. Award criteria Quality criterion: Technical Weighting: 60 / Commercial Weighting: 40. Please note, the duration shown at section II.2.7 includes two, up to twelve (12) month extensions. By virtue of Regulation 76(3) of the Public Contract (Scotland) Regulations 2015, Tenderers in any of the situations listed in Regulation 58 of the Regulations may be excluded.
