Notice Description
CLASP (Community Led Action & Support Project) HOPE Project delivers a wide range of community volunteer services to support individuals aged 50+ who live in North Ayrshire. The project aims are prevention, social inclusion, community involvement, the relief of poverty, and advancement of education. The contract commenced on 1st November 2025 with an end date of 31st October 2027. This is a contribution to a shared resource model.

Procurement Information
This local provider is unique to North Ayrshire, using well established local community volunteers built up over a 15-year period. The manager currently trains and supports 40 local volunteers. The service is funded through a shared resource model by National Lottery Community Fund Application, a contribution from the Health & Social Care Partnership and a grant from North Ayrshire Council Connected Communities (Stevenston Elderly Grant) to specifically support the older population in Stevenson. The service manager is a member of the Three Towns Locality Planning Partnership Forum. The service has a proven track record of consistently reaching residents across North Ayrshire, currently delivering to over 860 residents. Numbers reached, user outcomes and support provided is comprehensively reported on an annual basis to all funding stakeholders. The service meets a number of the Partnerships key strategic objectives of Engaging with communities, Prevention and Early Intervention, Improving mental health and wellbeing, and Tackling inequalities. The North Ayrshire HSCP Strategic Plan (2022/30) highlights early intervention as a key priority and both the Partnership and North Ayrshire Council benefit through the shared resource (match funding) model the service currently provides, for a relatively low cost. Tendering the service would mean that it would cost the Partnership significantly more at current service levels to deliver the same level of benefits the service currently provides. This is realised through the use of well-established local community involvement, the expertise of the service in securing high quality volunteers and the operation of the service through a shared funding model. Opportunities to continue benefiting from this unique arrangement would be lost should the service be tendered.
