Notice Description

The Digital Prescribing and Dispensing Pathways (DPDP) Programme is a key commitment in Scottish Government's Digital Health and Care Strategy and is set to revolutionise Scotland's prescribing and dispensing process by replacing the paper prescription with a digital solution, ultimately in all community settings. The DPDP product will link prescribing systems and people and prescriber identity to pharmacy systems and people, introducing new messaging and integration, verification mechanisms and an advanced electronic signature, which meets the legal digital standards needed to replace the wet signature on the paper prescription script. In addition to product specific functions, the DPDP product will use the National Digital Platform (NDP) to manage key functions of centralised access, orchestration and audit which will either be designed for future reuse or use capabilities currently in place. This is in consistent with Scotland's National Digital Health and Care strategy. Three directorates of Scottish Government, Medicine and Therapeutics, Primary care and Digital Health and Social Care directorates have commissioned NHS Education for Scotland (NES) and National Services Scotland (NSS) to develop and deliver this solution together. NES Technology Service (NTS) is responsible for the technical build, development and maintenance of the DPDP product and the NDP technology capabilities that support it, and is seeking a delivery partner to work with to allow it to scale the capacity and capabilities in its teams in order to meet its deliverables.

The delivery partner's resources will work collaboratively as an integrated part of the Technology Service within NHS Education for Scotland using established programme management and technology delivery methodologies. This will include, for example, participation in standard project and programme management and delivery structures, such as daily stand-up meetings, planning meetings, programme boards. Activities such as concise highlight reporting, developing architectural documentation, service blueprints, organising and participating in engagement, design and delivery meetings with stakeholders as appropriate will be required. Staff from the delivery partner will be embedded in teams with staff from NHS Education for Scotland, contributing specialised skills and resources, and be involved throughout the software, system, and service development lifecycle from requirements through deployment and operation, maximising effective working relationships and bi-directional knowledge transfer.
