Summary of the contracting process

Fife Council procured a multi-contractor framework for lighting installation and associated road infrastructure works across Fife. The scope covers installing street-lighting columns, underground cables and related electrical works, as well as disconnecting and removing existing lighting columns. It also includes erecting and removing traffic signs. The framework is intended to provide additional capacity for the council’s in-house Roads Operations service, with work issued as concise work packages when required. Individual work packages may involve street lighting, cabling, electrical installation, removal works or traffic-sign operations. This is a works opportunity for electrical contractors, street-lighting specialists, highways contractors and firms able to deliver associated civil engineering activities in Fife.

The procurement is complete and has been awarded through an open procedure. Five suppliers were appointed: Pegasus Power & Communications Ltd, Lochwynd Ltd, T & N Gilmartin (Contractors) Ltd, Lightways Contractors Limited and Logan Bruce Ltd. The framework contract was signed on 27 July 2026 and is active. Its stated period runs from 1 April 2026 to 31 March 2028, with an option for annual extensions for up to a further 24 months. The framework value is £24,000,000; the signed contract value is £5,300,000. Work packages will each be below £1,000,000. Six participants could be appointed. Evaluation was based on 80% price and 20% quality. Bids closed on 27 February 2026 at noon.

This award shows continuing demand from Fife Council for contractors able to supplement its in-house roads service with packaged street-lighting and traffic-sign works. A credible future supplier would need practical capability in installing and removing lighting columns, underground cabling, associated electrical works and traffic signs, with the resources to handle varied work packages rather than one single scheme. Staff names and professional qualifications must be provided, and the Specification for Highway Works applies. Mandatory National Highway Sector Schemes requirements apply where identified; contractors must hold the relevant registration or use subcontractors that do. The appointed field was made up of small and medium-sized enterprises, indicating that specialist regional contractors with suitable highways, electrical and delivery capacity can compete for this type of framework work.
