Summary of the contracting process

North Ayrshire Council procured planned and reactive servicing, maintenance, inspection, testing, certification and repairs for passenger, platform and goods lifts (CPV 50750000). The requirement covers lifts in both housing and non-housing properties across the North Ayrshire area, including the Isle of Arran and the Isle of Cumbrae. It includes emergency repairs and a 24-hour emergency call-out service operating 365 days a year. The work was split between housing properties and non-housing properties, with the same service scope applying to both. The council is the public-sector buyer and central purchasing body. The contract is intended to support the safe, reliable operation of lift equipment across its property estate, including responding to urgent failures as well as carrying out planned maintenance and compliance activities.

The procurement has been awarded and both resulting contracts are active. North Ayrshire Council used an open procedure, evaluated on quality weighted at 40% and price at 60%. The tender submission deadline was 17 March 2026 at 12:00, with the award period starting the same day; both contracts were signed on 2 June 2026. Jackson Lift Services Limited was awarded the non-housing properties lot for £175,816.53 and the housing properties lot for £178,680.39, both in GBP. Each contract runs from 1 July 2026 to 30 June 2029, with an option, at the council’s discretion and subject to performance and funding, to extend by up to 24 months. The procurement’s estimated overall value was £400,000 GBP.

This procurement demonstrates sustained demand from North Ayrshire Council for specialist lift maintenance across a sizeable public property estate, combining planned compliance work with responsive and emergency engineering capacity. A credible competitor for the council’s future requirement would need current Lift and Escalator Industry Association membership, relevant experience on two contracts of similar value, size and scope, and two satisfactory customer references. It would also need annual turnover of at least £80,000 in the relevant business area, employer’s liability insurance of £5 million, and public and product liability insurance of £10 million. Strong quality, health and safety, and environmental management systems are important: acceptable evidence includes ISO 9001, ISO 45001 and ISO 14001 or recognised equivalent arrangements. The buyer also expects clear control of subcontracting and 24-hour response capability.
