Summary of the contracting process

Scottish Natural Heritage is procuring peatland monitoring survey services for its Peatland ACTION Restoration Monitoring Network. The work covers vegetation quadrat surveys, feature status assessments, fixed-point photography and area-level assessments at peatland restoration sites across Scotland. It is a services requirement delivered nationally, requiring suppliers to work across a geographically dispersed programme of restoration sites. Scotland Excel acted for NatureScot during the procurement, while Scottish Natural Heritage remains the buyer and contract manager. The arrangement is a multi-supplier framework intended to provide national coverage, flexibility and resilience. NatureScot will commission survey work through framework call-offs when required, supporting monitoring of peatland restoration outcomes rather than construction or restoration activity itself. The main classification is environmental monitoring and assessment services (CPV 90711500).

The procurement has been awarded through an open procedure, with one completed lot and a framework of up to ten suppliers. The contract was awarded to 3E Services Ltd, Atlantic58, Babbity Environmental Limited, Bowland Ecology Ltd, Direct Ecology Ltd, Geo Smart Decisions Ltd, Jeremy Benn Associates Limited, McCloy Consulting, Redwing Ecological Surveys Limited and Tetra Tech Consulting Limited. The framework value is £220,000, and the active contract was signed on 16 June 2026. Its initial period is 360 days, with up to three 12-month extensions subject to NatureScot’s annual programme needs. Surveys are planned between May and October each year, with about 17 sites in 2026 and approximately 12 sites annually thereafter. Bids were evaluated on methodology and approach to survey delivery (10%) and price (30%).

This award demonstrates established demand from NatureScot for specialist peatland monitoring delivered across Scotland through a flexible multi-supplier model. Suppliers well placed for a future requirement would need practical ecological surveying capability, including vegetation quadrat work, feature-status assessment, fixed-point photography and area-level assessment of restoration sites. They would also need the people, equipment and field capacity to cover a dispersed national portfolio and respond to call-offs during the annual surveying season. The successful framework includes predominantly small and medium-sized environmental, ecological, surveying and consultancy businesses, alongside larger consultancies, showing that the requirement can suit organisations of different scales where they can provide credible geographic coverage and consistent delivery. Strong methodology, efficient mobilisation, reliable field data and competitive pricing are central to competing for this type of work.
