"description": "Please note that the total value at II.1.5 of this notice is an estimate and may vary dependent on the exact term, waste arising tonnages, the pass through of energy income e.g. electrical and heat offtake and indexation. It is anticipated that any procurement following this PIN Notice will have a minimum of 2 stages, with the Lead Authority limiting the number of economic operators to a maximum of 4 and a minimum of 3 (providing they meet the minimum criteria) who will be invited to submit a tender. Highest scoring candidates meeting the minimum selection criteria will be short-listed to tender. The Council reserves the right to award the Contract on the basis of initial tenders submitted without entering into any negotiation. Negotiation may or may not take place as part of any procurement process following on from this PIN Notice - dependent upon the acceptability of tenders returned at the second stage of the process. It is anticipated that a Competitive Procedure with Negotiation may therefore be used.
