Summary of the contracting process

Aberdeen City Council is leading a procurement process for the operation and maintenance of the Ness Energy from Waste Facility, located in Aberdeen City, under a planning stage that commenced on 22 April 2026. This initiative is classified under 'General public services' and involves collaboration with Aberdeenshire and Moray Councils. Participants have until 1 May 2026 to express interest, with a competitive procedure expected to follow involving negotiation. The contract promises a significant opportunity with a potential value up to £350 million GBP over a 20-year term, starting after the upcoming Contract Notice is issued.

This procurement presents substantial growth opportunities for businesses within waste management and energy sectors, especially those with expertise in operating and maintaining Energy from Waste facilities. Companies capable of handling up to 150,000 tonnes of residual waste annually can explore long-term involvement with local authorities. Organisations meeting the selection criteria will benefit from the competitive bidding process, enhancing their credibility and securing business expansion within the public sector. Engaging in this process could also open doors to partnerships with third-party waste sources, further amplifying business prospects.

Highest scoring candidates meeting the minimum selection criteria will be short-listed to tender. The Council reserves the right to award the Contract on the basis of initial tenders submitted without entering into any negotiation. Negotiation may or may not take place as part of any procurement process following on from this PIN Notice - dependent upon the acceptability of tenders returned at the second stage of the process. It is anticipated that a Competitive Procedure with Negotiation may therefore be used.
