This public procurement record has 1 release in its history.

Summary of the contracting process

Perth & Kinross Council has completed a procurement process for the provision of supported accommodation services titled "PKC13658 Supported Accommodation". This procurement falls under the industry category of general public services and is designed specifically for the Perth & Kinross Council Area, covering two separate locations within the UKM77 region. The procurement stage has moved from tendering to award, with a direct award made to Sense Scotland following the decision dated 5th December 2025. This contract, valued at £5,222,430 GBP, is set to span a period of four years starting from 1st September 2026. The procurement method employed was 'limited', given the need for specialised care continuity which is integral for service users with moderate to complex learning disabilities and associated health conditions.

This tender presents numerous business growth opportunities particularly for organisations specialising in complex care and housing support services. Companies that provide tailored social and emotional support for individuals with learning disabilities are well-placed to benefit. The direct award to Sense Scotland highlights the need for firms with a proven track record and established relationships in delivering consistent, high-quality, person-centred care solutions. This procurement emphasises the importance of service providers who can maintain continuity of care, which is essential in ensuring stability and quality of life for service users within such support frameworks.

Lot Information

Lot 1

It is intended to make a direct award to Sense Scotland for the provision of combined specialised care at home and housing support service in 2 supported accommodation settings to individuals who have moderate to complex learning disabilities and associated health conditions.. N/A

Procurement Information

Both projects accommodate individuals with complex needs who rely on continuity of care and support, any change of provider or staffing would have a hugely detrimental impact on these individuals and could be very destabilising. Any change could increase the needs of those using the service and create extra demand both by way of assessment and an increase in need within the projects. Sense Scotland is a specialist provider supporting people with communication support needs associated with complex and sensory disabilities, and their families. Given their unique provision and long-lasting relationships and understanding the client group a direct award would be the most appropriate course of action.
