Summary of the contracting process

East Ayrshire Council is inviting tenders for commissioning management services for the refurbishment and extension of Doon Academy, including the Leisure Centre at Doon Campus. Located in Kilmarnock, Scotland (UKM93), this procurement process is within the scope of general public services. The project requires a Commissioning Manager to oversee technical assurance from RIBA Stage 3 through Stage 7, following the Design and Build Contract. Interested parties must ensure electronic submission by 31st March 2026, at 12:00 PM, marking the end of the tender period and the start of the award period. The procurement employs an open procedure and covers services relating to CPV code 50721000. The tender is managed via the PCS-Tender platform with online submission methods.

This opportunity presents significant prospects for firms experienced in commissioning management and technical assurance. Companies with capabilities in the commissioning of complex building systems are ideally positioned to tender, especially those possessing CSA Grade 5 or 6 certification or equivalent qualifications such as City & Guilds, HNC/HND, or a degree in related disciplines. Firms should have robust financial standing, evidenced by a suitable business credit score from Creditsafe. Additionally, maintaining requisite public liability, employers' liability, and professional indemnity insurances is crucial. These services will assist in modernising public infrastructure, creating additional business opportunities while reducing performance issues post-completion.
