Award of School Premises Consultation Analysis 2026
Notice Description
The Scottish Government is commissioning analysis of consultation responses to the public consultation on proposed updates to the School Premises (General Requirements and Standards) (Scotland) Regulations 1967. The consultation seeks views on modernising minimum standards for school accommodation, sanitary provision, outdoor space, digital infrastructure, and other premises requirements to reflect current educational needs.This analysis is required to provide a robust evidence base for Ministers' decisions on the future Regulations and to support publication of the Consultation Analysis Report.The consultation opened on 16 December 2025 and closes on 31 March 2026. The contractor will analyse all responses (quantitative and qualitative) and prepare a formal report for publication.The aims are to:- Provide a high-quality, impartial analysis of all responses to the consultation.- Identify key themes, areas of consensus, areas of divergence, and any policy implications.- Support evidence-based decision-making on updating the School Premises Regulations.- Produce a clear, accessible public consultation analysis report.In order to meet the aims set out above, the specific objectives of the work are to:- Process and quality-check all consultation responses.- Conduct thematic analysis of qualitative responses.- Conduct descriptive quantitative analysis of closed-question responses.- Provide breakdowns by respondent type (local authorities, individuals, organisations).- Identify frequently raised issues and minority views.- Prepare a draft and revised full Consultation Analysis Report.- Provide a summary for publication.The scope of the work is:- All consultation questions must be analysed.- Only SG-supplied anonymised datasets will be used.- No engagement with respondents is required.- No analysis using generative AI is permitted.- No additional primary research is included.
