Notice Description

Perth & Kinross Council wishes to engage with a local biomass fuel supplier to reinstate existing biomass boilers at Strathearn Community Campus and Breadalbane Community Campus. The supplier will be required to pay the full capex investment which will require upgrading the fuel storage and associated auger systems. Capex will also include any capex costs for boiler repairs throughout the contract length. This contract shall also include servicing and maintenance. This contract shall supply woodchip as fuel for Biomass Boilers.

Perth & Kinross Council wishes to engage with a local biomass fuel supplier to reinstate existing biomass boilers at Strathearn Community Campus and Breadalbane Community Campus. The supplier will be required to pay the full capex investment in upgrading the fuel storage and associated auger systems, including any parts for the biomass boilers throughout agreed contract length. Existing boilers are KOB Pyrtec (1.25 MW & 0.4 MW) boilers and are over 10 years old. This contract shall also include servicing, maintenance and fuel supply. Contract length is to be no greater than 5 years. Capex return is deemed to be paid via Pound per kWh. Servicing and maintenance to also be apportioned to Pound per kWh. PKC would consider an annual cost for servicing, maintenance and ash disposal. The return on capex investment shall be repaid based on system operation. Payments would be paid monthly and broken down as follows. Total kWh for month = _____kWh Fuel cost = Pound____ x ____kWh = _____ GBP Capex Return= Pound____ x ____kWh = _____ GBP Maintenance =Pound____ x ____kWh = _____ GBP These systems have previously been maintained within the PPP contracts, following successful appointment the biomass element shall be removed from the contract and ongoing works, service and maintenance shall be dealt with directly. Biomass shall be deemed as a heat supply and there shall be no responsibility on the building operator. Both systems are deemed to require a considerable amount of investment to become fully operational, and PKC appreciate any supplier taking on the capex would be at risk.
