Advanced DRS
Notice Description
Advanced DRS is used by Building Services and Housing for scheduling all the mobile workers. It has integrations to COMIS and Cx for the job details, and TotalMobile for the visits on the handheld devices. It is also used for scheduling Repairs by Appointment. As part of COMIS legacy replacement, Advanced DRS is in scope to be replaced with the new workforce management solution. A project to replace the Advanced DRS system is already underway; however, due to the scale of work required--including redevelopment of complex integrations with COMIS, Cx, and TotalMobile--the transition to the new workforce management solution will take at least two years to complete. During this period, the existing DRS system must remain operational to ensure continuity of scheduling and service delivery while the replacement solution is built, tested, and prepared for go-live.

Procurement Information
he direct award of this contract is lawful because it meets the specific exemption criteria set out in Regulation 6(b)(ii) of the Procurement (Scotland) Regulations 2016, which permits a contracting authority to award a contract without competition where competition is absent for technical reasons and no reasonable alternative or substitute exists. In this case, Advanced DRS is a proprietary system with essential integrations into COMIS, Cx and TotalMobile that no other supplier can replicate within the required timeframe. The system must remain operational for at least two years while the Council transitions to a new workforce management solution, and replacing or rebuilding these integrations through another provider is not technically feasible. The exemption applied is therefore valid and has not been artificially created or narrowed. Furthermore, market investigation confirms that no framework route is available because the vendor's DRS product is currently undergoing a major upgrade and is not listed on any existing national or regional frameworks, preventing a compliant call-off. A competitive tender is not viable as no other supplier can provide a technically compatible or time-critical alternative, and allowing current arrangements to lapse would result in severe operational risk and service disruption across Building Services and Housing. The Council has therefore applied the exemption proportionately, ensuring compliance with procurement law while protecting continuity of a business-critical service and delivering Best Value.
