Summary of the contracting process

Glasgow City Council is currently in the planning stage for a new Coach and Mini-Bus Hire Framework to ensure the continued provision of transport services as the existing framework is expiring on 4 January 2027. The planned procurement notice outlines the scope for services within general public services and covers journeys both within and beyond Glasgow. This framework addresses requirements from various departments within the council and its associated organisations, including school trips, community events, and urgent transport needs. The procurement, classified under CPV code 60172000, is valued at £3,000,000 and is expected to be launched following a market engagement exercise that will decide the framework lot structure. Key upcoming dates include two initial engagement events scheduled for May 2026 and a tendering process workshop on 9 June 2026.

This tender presents significant opportunities for local transport businesses, including those capable of providing flexible, reliable passenger transport services equipped to handle both short-notice and pre-planned requirements. Companies that specialise in vehicle hire for educational, corporate, and community events could benefit greatly. To successfully compete, businesses must hold relevant PVG membership, operating and driving licences, and vehicle insurance certifications. The framework's alignment with General Public Services signifies an opportunity for SMEs in the transport sector to grow their customer base by partnering with the council. SDP will be hosting seminars to assist less experienced bidders in navigating the tendering process, thereby opening doors for growth and collaboration.
