    "description": "**Details of how to arrange a site visit are to follow** - Please refer to Section A35, titled \"Specific Limitations on Method, Sequence, and Timing,\" within the Second Stage Document - Part One for detailed phasing requirements for this project. - Tenderers must meet the Council's minimum requirements as stated within the contract documentation, else their proposal will be rejected. - Only electronic returns will be accepted therefore Tenders must be returned using PCS submission postbox by the date and time specified in the Contract notice and/or documentation. - Please adhere to the INSTRUCTIONS TO TENDERERS. Please ensure all the relevant documents are returned with your tender submission ie First Stage Documentation completed and signed, Second Stage Documentation Part 1 and Part 2 completed and signed. - Tenderers MUST ensure that any questions relating to this Tender are submitted via ONLINE Question and Answer Facility on the Public Contracts Scotland portal prior to the deadline for raising questions as stated in the Contract Notice. After this time NO QUESTIONS will be answered. - Tenderers should please note the Q&A facility should be utilised and therefore NO offer should contain QUALIFICATIONS/ALTERATIONS. If the Offer does include any Qualifications/Alterations, the Offer may be deemed non-compliant and therefore not suitable for consideration for acceptance. - Tender offers deemed Non-Compliant will be at the discretion of the Issuing Officer. - The Council reserves the right not to award any contract as a result of the procurement process initiated by this Contract Notice and in such event will not be liable for any costs incurred by any party. - Tenderers must provide relevant evidence with their submission, please therefore ensure this is uploaded and clearly labeled to the portal and all relevant documentation is authorised.
