Summary of the contracting process

The Scottish Government has initiated a tender process for a "Framework Agreement for the Provision of GIS Marine Data for Scotland," applicable across the entire Scottish public sector. The procurement, identified by CASE/693111, falls under the "General public services" industry category and adheres to an open procedure with a modern emphasis on electronic submission. The geographic focus of delivery is Scotland, with Aberdeen serving as a key location. The tender process commenced on 7th April 2026, with submissions closing at 12:00 on 22nd April 2026. Key contract activities are scheduled to begin on 13th May 2026 and conclude on 12th May 2027. The framework agreement is financial valued at £75,000. The procurement has been accelerated due to recent cost reviews impacting the tendering process, ensuring continuity of GIS-compatible Marine Data services.

This tender presents a significant opportunity for businesses specialising in GIS data services, particularly those with a background in marine data solutions and a readiness to engage in data as a service (DaaS) delivery. Firms with a strong track record in these areas and the capacity to fulfil service requirements under competitive pricing terms stand a good chance of success. Moreover, businesses possessing robust economic stability, as evidenced by financial standings such as a yearly turnover of at least £50,000 and a net profit over recent cycles, will find themselves well-aligned with the selection criteria. Those well-equipped with technical facilities, environmental management systems, and quality management procedures, including a UKAS ISO 9001 certification, will have an advantageous edge in this competitive process. The potential establishment of a new framework in May 2027 also hints at recurring opportunities, creating pathways for sustained business growth within Scotland’s public sector ecosystem.
