Summary of the contracting process

East Lothian Council is inviting tenders for a Dynamic Purchasing System (DPS) to provide transport services catering to education, social care, and additional passenger requirements within the East Lothian area. The procurement is under the tender stage, with a substantial contract value of £43,717,860. The DPS, which allows suppliers to join at any time, will run until 20th April 2034 and includes categories ranging from vehicles with 5-8 seats to those above 17 seats. Interested suppliers are required to submit bids electronically and a free webinar event is scheduled for 23rd April 2026. The council follows a restricted procedure as the procurement method, focusing on selective participation for service delivery.

This DPS presents a promising opportunity for businesses providing transport services such as taxis, private hire cars, minibuses, and buses, especially those equipped for wheelchair access. With the capacity for lifelong renewal and multiple categories, the DPS is suitable for transport operators possessing a Public Service Vehicle Operator's Licence or a Taxi/Private Hire Car operator licence. The process involves mini competitions, allowing businesses to compete on price and quality ratios. Engaging in this procurement could bolster growth by securing long-term contracts with the council, promoting business viability and expansion within the transport industry in Scotland.
