Non-Competitive Action procedure.. While both cost and quality were considered, there were no percentages assigned to these - so have been inputted at II.2.5 above as 50/50.

Procurement Information

It has been identified that a Non-Competitive Action is justified conform to regulation 33 (1)(b)(ii) of the 2015 Regulations which provides: 33. (1) A contracting authority may award a public contract following negotiated procedure without prior publications of a contract notice or prior information notice in any of the following cases:- ... (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons - ... (ii) competition is absent for technical reasons; ... but only in the case of paragraphs (ii) ..., where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. In this case, Treble 5 Treble 1 Limited is the sole provider of the UK's anonymous crime reporting and Police integrity reporting service. The service is a collaborative partnership allowing information and intelligence to be ingathered, evaluated and disseminated among other forces. Public trust is at the defining feature of the service and is essential in fulfilling its primary purpose which is to elicit information that would not otherwise be available to Police Forces due to fear or reprisals or similar. Using a single point of contact (number and website) for all UK Police Forces is also an essential quality of the service ensuring that the public is not confused by multiple reporting mechanisms depending on jurisdiction. This this is an essential public service, and a lack of provision would jeopardise Police Scotland's pursuit of its 2030 goals, its reputation and its standing with other Police Forces.
