Summary of the contracting process

Aberdeenshire Council has initiated a public procurement process to establish a Dynamic Purchasing System (DPS) for the delivery of Lifecycle Component Replacement across their estate. This tender process, titled "Lifecycle Component Replacement - Dynamic Purchasing System (DPS) 2026", falls under the category of works within the industry sector of general public services. The procurement is taking place across the whole of Aberdeenshire, specifically covering regional lot areas like UKM50. The DPS will run until 7th May 2030 with opportunities for businesses to compete in mini competitions starting from May 2026. The procurement is currently at the tender stage using a selective, restricted procedure. Offers must be submitted electronically, with the tender registration and submission facilitated through the Public Contracts Scotland portal.

This tender provides an excellent opportunity for contractors specialising in building maintenance and improvement work to expand their portfolio. It is particularly suited to businesses skilled in replacing boilers, carrying out roof repairs, upgrading windows and doors, installing fire alarms, and refurbishing toilets. The DPS also covers housing improvement initiatives such as kitchen and bathroom refurbishments. Businesses that possess or can obtain relevant accreditations or register with schemes like the Considerate Constructor Scheme will find competitive advantages here. Aberdeenshire Council is seeking qualified vendors to join the DPS, allowing suppliers to apply continuously until May 2030, promising recurring work across various projects. The procurement represents a substantial financial opportunity, with a projected total value of £301 million.

For more information see: http://www.publiccontractsscotland.gov.uk/info/InfoCentre.aspx?ID=2343 The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: SUB_CONTRACT The individual call offs will be vastly reduced from this figure and will be targeted across the local market anyway, so to apply such a clause may be detrimental to what we're trying to achieve. Community benefits are included in this requirement. For more information see: https://www.gov.scot/policies/public-sector-procurement/community-benefits-in-procurement/ A summary of the expected community benefits has been provided as follows: COMMUNITY BENEFITS Community Benefits requirements will be relevant and proportionate to each of the individual call offs and will be clearly set out with the mini competition documents at that time.
