The Scottish National Blood Transfusion Service (SNBTS) require a contract to be put in place in respect of Courier Services - Blood Products for specialist units based around Scotland, to include but not limited to the following sites: SNBTS Jack Copland Centre - Heriot Watt Research Park, Riccarton Royal Infirmary, Edinburgh Scottish Centre for Regenerative Medicine, Edinburgh Gartnavel Hub, Glasgow Beatson Cancer Centre, Glasgow Donor Centre, Edinburgh Donor Centre, Glasgow Donor Centre, Dundee Donor Centre Aberdeen Donor Centre Inverness Pentland Science Park The transfer of blood products will be to NHS Health boards, Private Hospitals and other specialist units both locally, nationally and internationally

However, the only formal remedy is to apply to the courts: An economic operator that suffers, or is at risk of suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2015 or the Procurement Reform (Scotland) Act 2014, may bring proceedings in the Sheriff Court or the Court of Session.
